Historic review comes before everything else

New Castle runs a historic area review, and inside the district almost anything visible from the street is subject to it: roof pitch and material, window lights and proportion, siding, trim profiles, door style, even paint in some cases. New construction on an infill lot has to sit convincingly beside eighteenth and nineteenth century neighbours.

This is workable, but it changes the order of operations. Design goes through review before it goes to permit, and a design developed without reference to the district standards usually comes back. Budget the time.

Small lots, tight access

The historic core is laid out on small colonial lots with narrow streets and often no off-street access to the rear. Material deliveries, dumpster placement and crane access all need planning that a suburban lot would never require. Outside the core there is more conventional suburban ground with normal setbacks and easier logistics.

Low ground by the river

The city sits on the Delaware River and much of it is low. Parts of the city are in mapped flood zones, which brings base flood elevation, lowest floor requirements and foundation type into the design rather than leaving them as construction details. Flood elevation requirements and historic district expectations can pull in opposite directions, since raising a house changes how it reads from the street. That tension is solvable but it has to be solved on paper first.

Soils are coastal plain, and the water table near the river is high. Basements are frequently not the right answer here even though they are standard ten miles north.

Matching old work without faking it

Building next to genuinely old houses raises a question of honesty that the historic standards care about and that we care about too. The aim is not to produce a convincing fake. It is to build something that sits comfortably in the street: right proportions, right roof line, right materials, without pretending to a date it does not have.

In practice that means real attention to a handful of things that carry most of the visual weight. Window proportion and how deeply the units are set into the wall. Cornice and trim profiles. Brick or siding coursing. Roof pitch. Get those right and a new house reads as belonging. Get them wrong and no amount of detail elsewhere rescues it.
