Flood elevation and height limit, pulling against each other

Much of Lewes sits in mapped coastal flood zones, which set a base flood elevation and require the lowest floor at or above it, usually with freeboard on top. At the same time the city limits building height. Those two numbers work against each other: every foot you are required to raise the house is a foot you lose from what you can build above it.

How the city measures height, and from what datum, is therefore one of the most consequential questions on the whole project. Settle it before a designer commits to a storey count. We have seen schemes lose a floor at review because that check was left until the drawings were done.
